Resident status

New students from abroad

You need to enter Japan with a “Student” visa, and you need to acquire the “Student” residence status at that time.

① Applying and issuing Certificate of Eligibility
② Applying and issuing “Student” visa with Japanese embassy in your country
③ Receiving Japanese residence card when you enter Japan
④ Submit a moving-in notification to the city hall

 

① Applying Certificate of Eligibility

You need to acquire a Certificate of Eligibility (COE) from the Immigration Services Agency of Japan. You can apply for issuance of the Certificate of Eligibility (COE) only in Japan. (You cannot apply by using postal service from abroad) It takes one to three months after the application is submitted. Since the examination is conducted by the Immigration Bureau, Ibaraki University cannot respond to inquiries regarding the prospects or the timing for the issuance of the COE.
About applying, please ask the department in charge of entrance procedures.

② Applying and issuing “Student” visa with Japanese embassy in your country

You need to apply for the “Student” visa at the Japanese embassy in your country with the COE that you acquired by doing step①.
Depending on each embassy, the documents you need in addition to the COE are different.
Please ask the Japanese embassy in your country directly.

③Receiving a Japanese residence card when you enter Japan

Residence cards are issued instantly to the arrivals when permission is approved to stay more than 3 months at Haneda Airport, Narita International Airport, Central Japan International Airport, Kansai International Airport. If your residence status is “Student” at that time, you can apply for Permission to Engage in Activity Other Than That Permitted under the Status of Residence Previously Granted, which you need when you apply for a part time job in Japan.

If you landed at other airports than those, residence card will be delivered to your address in Japan by post after your submission of moving-in notification to the city hall is completed, which you will do as written in the next step④.

④Submitting documents to the city hall

Your address will be written on the backside of your residence card by submitting documents such as moving-in notification within 14 days after you enter Japan.
If you could not receive your residence card when you landed, you will receive it after the processes below are completed.

 (1) Submit Moving-in notification
 (2) Admit to national health insurance program
 (3) Admit to national pension system (20 years of age or over)

 

 

New students from Japan

① Request Ibaraki University to issue documents

When you are applying to enter to Ibaraki University, you also need to ask Ibaraki University for documents to apply for extension or changing of period of stay, the part of application form “For organization”.

② Procedures at Immigration Services Agency of Japan

(If you are a current student from another university before you enter Ibaraki University with a “Student” residence status)
 (1) Apply for extension of period of stay
 (2) Notification of the accepting organization: left・transfer

(If your residence status is other than ”Student”)
 (1)Application for changing of status of residence to change the status to “Student”

③ Submitting documents to the city hall

Submit documents such as moving-in notification within 14 days after you enter Japan.
 (1) Submit Moving-in notification
 (2) Admit to national health insurance program
 (3) Admit to national pension system (20 years of age or over)

Renewal of your period of stay

You can renew your period of stay 3 months before its expiration.
You will be expelled from Japan if the period of stay is expired without the process of renewal. Please manage this in a timely manner.

② Other than the document from ①, you need to prepare documents on your own.


③ Apply for extension of period of stay at Immigration Services Agency of Japan


④ Once you receive the letter about the result of screening, go to Immigration Services Agency of Japan to get your new residence card.く


⑤ To receive the new residence card, you need to buy revenue stamp for 4000 yen and put it on “Certificate for payment of fee”.
*You can buy revenue stamps at Mini Stop near Tokyo Regional Immigration Mito Branch Office.

Permission to engage in activity other than that permitted under that status of residence previously granted

If you want to work a part time job, you need to receive permission to engage in activity other than that permitted under that status of residence previously granted beforehand.
Submit the application for permission to engage in activity other than that permitted under that status of residence previously granted to Immigration Services Agency of Japan
Even you get the permission to engage, there are rules that you have to follow.

(1) Working schedule has to be less than 28 hours in a week.
 8 hours in a day during vacation is acceptable.
(2) The activity for which the application is made does not fall into any of the following categories:
 ・Activities found to be in violation of laws and/or regulations (whether criminal or civil)
 ・Activities carried out in a place of business where an adult industry business or a storefront adult industry business is operated, or activities carried out by engaging in a non-storefront adult industry business, a video-based adult industry business, a storefront or non-storefront telephone escort agency business

*If you are taking time off school, you cannot work part time even you have the permission.

 

Special re-entry permission

This is the system for mid to long-term residents to make the process of applications for going abroad temporarily simplify. Only in case of resident that has valid passport and valid residence card come back in a year, the individual can use special re-entry system. No fee will be charged.


① Obtain the record of re-entry / departure (re-entry embarkation and disembarkation card) at the departure airport.


② Fill out the record of re-entry / departure (re-entry embarkation and disembarkation card), and check the box that says, “wish to use the special re-entry system.“


③ Produce your passport, residence card and the record of re-entry / departure (re-entry embarkation and disembarkation card) to immigration officer.


*The validity period for special re-entry permission will be one year from the date of departure. However, if the period of stay expires before one year has passed from the date of departure, the validity period will be until that expiration date.
*Those exiting the country with special re-entry permission should also be aware that they will not be able to extend its validity period while overseas.

 

Re-entry System

If you are planning to exit Japan longer than a year, please obtain the permission for re-entry from Immigration Services Agency of Japan before departure. It takes time to obtain it, so please apply for it at least a month before.

Leaving or Transferring from the Accepting Organization

When you graduate, complete or leave Ibaraki University, you need to make notification about the affiliated organization to Immigration Services Agency of Japan.

 

Reporting system

① Go to the closest counter for Immigration Service Agency of Japan, with your residence card to submit your notification.


② Send by post with an envelope. You need to write 『届出書在中』 on the front side of the envelope in red, also you need to put the copy of your residence card in the envelope, too.

Changing resident status

If you are going to stay in Japan after graduation, completion of or leaving Ibaraki University, you need to obtain new resident status related to what you do.
